The 4 Buckets of Hidden Costs

🏛️ 1. Government & Statutory Fees (Non-negotiable)

These are the most significant hidden costs and the ones buyers most consistently underestimate. They vary by state and cannot be negotiated away.

  • Stamp duty: Ranges from 4.9% (Gujarat) to 8% (Kerala / Madhya Pradesh) of the property value. Tamil Nadu charges 7%.
  • Registration fees: Usually 1% of property value, collected by the Sub-Registrar's office.
  • TDS (1%): Mandatory on all purchases above ₹50 Lakhs. You, the buyer, deduct this and deposit it with the government on the seller's behalf via Form 26QB.

🏗️ 2. Builder Add-ons & Society Fees

Builder agreements are thick for a reason. Look for these line items that often don't appear in the headline price:

  • Maintenance corpus / advance: Builders typically collect 1–2 years of maintenance upfront (often ₹1L–₹2.5L depending on project size).
  • Car parking: In metro projects, a covered stilt or basement slot costs ₹2L–₹5L extra and is rarely included in the base price.
  • Club house / amenity fee: One-time membership charges for gym, pool, and common areas — typically ₹75k–₹2L.

🏦 3. Loan-Related Surcharges (If financing)

Your bank adds its own layer of charges:

  • Processing fee: 0.25%–0.5% of loan amount, often capped at ₹25,000.
  • MODT (Memorandum of Deposit of Title Deeds): 0.1%–0.2% of loan amount — a stamp duty on the mortgage instrument itself.
  • Legal / technical valuation: ₹10,000–₹20,000 for the bank's lawyer and property valuer.

🪴 4. Possession & Move-in Expenses

The day you get the keys, the spending accelerates. These are the costs that catch buyers most off-guard:

  • Interior fit-outs: A bare-shell flat typically needs ₹3L–₹10L+ for flooring, kitchen, wardrobes, painting, and electrical work. Budget ₹700–₹1,200 per sq ft as a rough guide.
  • Electricity / water meter deposits: TNEB (Tamil Nadu) or BESCOM (Karnataka) charge ₹10,000–₹50,000 as a security deposit for the connection.

Frequently Asked Questions

Is stamp duty charged on the agreement value or guidance value?

Stamp duty is charged on whichever is higher — the registered sale price or the government's guidance value (circle rate). Always check the guidance value for your area before finalising a deal.

Can I avoid paying TDS if the property is under ₹50 Lakhs?

Yes — TDS under Section 194IA applies only to immovable property priced at ₹50 Lakhs or more. Below that threshold, no TDS is required.

Are GST charges applicable on a resale flat?

No — GST (currently 5% for under-construction units, 1% for affordable housing) applies only to under-construction properties. Completed / ready-to-move and resale flats are exempt from GST.

Can I negotiate the car parking price with the builder?

Sometimes — especially during early project phases or for bulk bookings. However, parking charges are increasingly non-negotiable in premium projects. Always get the total cost (including parking) in writing in the agreement.
